
Who are the people working on the SECURE Center?
The SECURE Center is being developed with experts from within the research community who form the SECURE Center Team. These experts are a conduit to the full research community and serve as ambassadors to bring the community together to co-design solutions to research security challenges. Our Advisory Board also comes from the research and security communities ensuring the ability to provide relevant guidance and recommendations to the Center.
The Research Community
The SECURE Center is part of and serves the Research Community. Per NSF the research community is specifically Institutes of Higher Education, Non-Profit Research Institutions, and Small and Medium Businesses that receive federal funding. The Researchers, Research Administrative and Compliance Officers, Vice Provosts of Research, and others at research organizations make up the roles supported by the SECURE Center. We consider the research community as part of our team and welcome engagement!

The SECURE Center Advisory Board
The SECURE Center Advisory Board advises and supports the Center leadership to accomplish and advance its mission. By providing independent guidance and recommendations to SECURE Center leadership the advisory board enhances the strategy, plans, policies, and procedures required to achieve SECURE Center deliverables and objectives, while advocating with and for community stakeholder groups.

Dr. Christina Ciocca Eller
Co-Chair, Advisory Board
Dr. Christina Ciocca Eller is an assistant professor of sociology and social studies at Harvard University. She previously served as Assistant Director of Evidence and Policy in the White House Office of Science and Technology Policy during the Biden-Harris Administration. In that role, she co-chaired the Research Security Subcommittee of the National Science and Technology Council. A scholar of institutions, organizations, and social inequality, her research employs multiple methods and substantively centers on the U.S. higher education sector.

Bob Sharp
Co-Chair, Advisory Board
Bob Sharp served as a Naval Intelligence Officer for over 34 years, and as a leader within the Navy’s Information Warfare Community since its inception. He served as the Director of the National Geospatial-Intelligence Agency (NGA), one of our nation’s premier intelligence agencies, and has decades of leadership experience in the Intelligence, Defense, and National Security arenas. He is currently doing a combination of consulting, advisory and fellowship work, including serving as a research fellow for the University of Missouri St Louis.

Mike Casey
Member, Advisory Board
Mike Casey is a national security expert with a career working for Congress and most recently served as the director of the U.S. National Counterintelligence and Security Center (NCSC). In this role he led counterintelligence and security activities for the federal government and was the security advisor to the director of national intelligence. Prior to this role, Casey served as the staff director for the U.S. Senate Select Committee on Intelligence (SSCI) and as a professional staff member on the House Armed Services Committee overseeing global operations and Department of Defense policies.

Maggie Lewis
Member, Advisory Board
Margaret K. Lewis, J.D. is a professor of law at Seton Hall University and is currently on sabbatical as a visiting academic researcher at Melbourne Law School’s Asian Law Center. She most recently served as Seton Hall Law School’s associate dean for faculty development and institutional operations. Lewis is a member of the Council on Foreign Relations and serves on the National Committee on U.S.-China Relations Board of Directors. A scholar of legal issues in the U.S.-China relationship, her research focuses on China and Taiwan with an emphasis on criminal justice and human rights.

Deborah Altenburg
Member, Advisory Board
Deborah Altenburg is the Vice President for Research Policy and Advocacy at the Association of Public and Land-Grant Universities (APLU) responsible for issues related to federal research policy and funding advocacy. She leads the Office of Research Policy as well as research policy work with the Office of Congressional and Governmental Affairs to ensure integration and cohesiveness of APLU research advocacy. Prior to this role, Deborah served as the Assistant Vice Chancellor for Federal Relations for The State University of New York (SUNY) leading federal research and policy advocacy efforts for the 64 campus SUNY System. Deborah’s other leadership roles include serving as the Director of Federal Relations for Rensselaer Polytechnic Institute (RPI), President of the Science Coalition, Board Member for the National Association of Independent Colleges and Universities (NAICU), and Legislative Director for Congressman Boehlert in Washington, D.C.
